IEA PVPS Task 15 has published a new report, Glare legislation and assessment methods for BIPV modules and systems, examining how glare from PV installations is regulated, assessed and mitigated in different countries.

Reflections of sunlight from PV modules can cause glare and may become an obstacle during the planning, permitting or operation of PV systems, particularly in the built environment and near sensitive infrastructure such as roads, railways and airports. However, approaches to assessing and regulating glare vary considerably between and even within countries.

The report provides an overview of existing glare regulations, assessment methods and mitigation strategies, helping practitioners navigate current requirements while supporting greater harmonisation in the future.

Key highlights:

· Glare can be an obstacle for PV installations: Sunlight reflected from PV modules can cause discomfort or impair vision under certain conditions. The issue is particularly relevant for BIPV and other installations in densely built environments or close to transport infrastructure.

· There is no uniform approach to glare regulation: Requirements and assessment criteria vary widely between countries and, in some cases, between regions and municipalities. This patchwork creates uncertainty for manufacturers, planners and installers.

· Glare can be mitigated through appropriate planning and design: Solutions include module surfaces that scatter reflected light as well as system-level measures such as adapting module orientation or using screening. Considering glare early in the planning process can help identify effective measures while avoiding more difficult or costly modifications after installation.
